چکیده

Under certain environmental statutes the EPA is required to balance costs and benefits in setting standards, whereas under others this is prohibited. This paper examines EPA regulatory decisions made under three statues, two of which require balancing and one of which does not. Using discrete choice models, we find that costs and benefits are significant explanatory variables for all three sets of decisions. This suggests that balancing occurred in Ž . each case; however, the value implicit in these decisions of avoiding a cancer case varies widely. We also find that a 1987 court ruling effectively curtailed whatever balancing occurred under the statute that prohibited it. Q 1996 Academic Press, Inc.

Cost-effectiveness of reducing sulfur emissions from ships.

We model cost-effectiveness of control strategies for reducing SO2 emissions from U.S. foreign commerce ships traveling in existing European or hypothetical U.S. West Coast SO(x) Emission Control Areas (SECAs) under international maritime regulations. Variation among marginal costs of control for individual ships choosing between fuel-switching and aftertreatment reveals cost-saving potential o...

Threshold Effects in Sticky Information Philips Curve: Evidence from Iran

During the last decade, several studies have argued that sticky information model proposed by Mankiw and Reis (2002), in which firms update their information occasionally rather than instantaneously, explains some stylized facts about the inflation dynamics. Sticky information pricing model successfully captures the sluggish movement of aggregate prices in response to monetary policy shocks. De...

Using Estimates of the Value of a Statistical Life

The problem of allocating scarce societal resources to life-saving activities arises when evaluating a wide variety of regulations and government programs. Most economists and policy analysts agree on the general principle that the life-saving benefits of public sector activities should somehow be compared to the costs of the activities. The agreement fades, however, when this general principle...
